The city council discussed citizen participation in council meetings Monday and heard allegations that a Texas Ranger is investigating city employees.
No action was taken during the lengthy meeting, which was a work session.
The proposed rules and guidelines were read by Councilman Billy Youngblood at the start of the meeting.
The guidelines include the following:
Standard of Conduct: All people attending meetings, including the council and city employees, shall conduct themselves in a lawful, respectful, professional and controlled manner and will treat all others with respect.
The use of vulgar, profane, inflammatory of defamatory language is not permitted. Speakers shall not make personal, impertinent, profane or slanderous remarks.
Use of Microphones: All persons speaking will use microphones. Speakers from the audience shall speak from a microphone at a podium and will give them name and address.
Registration: Anyone wishing to address the council must register in advance. They must complete and sign a form and turn it in to the city secretary before the meeting. The form will specify the agenda item which the speaker wants to address. If commenting on a non-agenda item, the topic must be included on the form.
Other Information: Speakers will be limited to a total of three minutes speaking time on each topic.
Council members and staff may not dialogue with citizens on any topic not included on the posted agenda.
