City seal coat project completed over weekend

The City of Levelland announced Thursday on their Facebook Page that the annual seal coat project would begin that evening and would be completed over the weekend.

The seal coat crew focused on the roadways within the country club on the west side of College Avenue that splits the middle of the addition.

However, Country Club Lane was excluded from this years seal coat. Additionally, a portion of Cougar Lane in the east portion of the Country Club was seal coated.

Roads included: Tanglewood Lane, Willowwood Lane, Redwood Lane, Sandalwood Lane, Cottonwood Lane, Parkwood Lane, Dogwood Lane, Brentwood Drive, Hill Circle, Beech Circle, Holly Circle, Willow Circle, Wood Circle, and Driftwood Drive.

The South Plains College seal coat was scheduled to take place on Saturday.

The roadways for SPC included: Lamar West Drive, CM Sanders Drive, Barnes Drive, LC Kearney Drive, Verne Beebe Drive and JV Morton Drive.

City staff have been working with the seal coat company for a handful of months in hopes of completing the seal coat project before the fall season.

The streets department has been working on sweeping streets and spraying herbicide it necessary areas for the seal coat.

Assistant City Manager Joe Cavasos explained that seal coating streets is mostly done during warmer months such as the spring and summer.

A lot of planning goes into putting together seal coat projects as it usually begins with multiple City’s going in on the project and cost together.

Cavasos explained that the city is at the mercy of the seal coat companies schedule. Factors can affect the time table such as rain or other unfavorable conditions.

If streets are seal coated in the colder months, the materials used to coat the roadways may not adhere properly to the surface and cause more issues in the long-term.

The immediate notification to the community was brought on by the seal coat crews being in town a week early than what was scheduled.

Since a seal coat was not done in 2023, the city is doubling what would normally be done in one pass.

The cost associated with the seal coat is priced per squareyard. The city is undergoing 160,890 square yards with a unit price of $3.39 per square yard for a total of $545,444.22.

Typically, a seal coated area can last five to seven years, however, that also depends on vehicle traffic and other factors.

Cavasos has kept track of the past several seal coats spanning back to 2015.

During 2019, 2020, 2021, the seal coated areas covered the west side of Avenue H to the edges of the city limits past the City Park.

During 2015, 2016 and 2022, areas east of Avenue H spanning to the edge of the Levelland High School were seal coated.

Cavasos also referenced an city infrastructure study that was completed this past year which will also provide added insight into roadways that are needing to be focused on in future seal coatings.
