According to the Texas Department of Licensing and Regulation (TDLR), H-E-B will be starting construction on its second store in Lubbock.
State records indication H-E-B is preparing to invest $387 million at the 19th Street location for the sprawling grocery store that will be paired with a gas station and car wash. The primary store will cost an estimated $237 million and$150 million for the fuel station and car wash. The facility is set to cover about 9,000 sq. ft.
Both projects are listed as privately funded, new construction developments on private land. Construction for each was scheduled to begin on Dec. 21, 2025, with a completion date targeting Nov. 10, 2027. The site sits near West Loop 289, across from Academy Sports + Outdoors and adjacent to an established shopping corridor, hightraffic area.
H-E-B first entered the Lubbock market in 2020 with a flagship store that introduced features like curbside pickup, a gas station, car wash, True Texas BBQ and Texas Techbranded merchandise.
While H-E-B has not yet announced the project publicly or confirmed what amenities the new store will include, the scale and cost outlined in the state records signal a major expansion of the grocer’s West Texas footprint.
H-E-B has been aggressively expanding its stores and warehouses across Texas for several years and includes various store formats and distribution centers to meet demand for fresh food and convenience.
