Levelland City Council addresses big agenda

The City of Levelland City Council met on Monday evening for their regular meeting, a public hearing and discussions on zoning and a donated building.

A public hearing was held regarding a zone change request for 838 CR 140 from a Single Family 2 District to Multi-Family 2 District. Property owners requested the zone change to allow for a secondary dwelling on the property. After hearing public comments and considering the change, the council voted to approve the request.

City Manager Jame Fisher led a discussion regarding the property located at 702 Houston Street, formerly Ace Hardward. The property was donated to the city at the end of 2025. Fisher said the purpose of the property is to build a facility for downtown restrooms, storage for Main Street, and possibly create a small pocket park. He said the city would also like to take advantage of the angular wall design and build a new wall similar to existing one to create a mural for downtown.

A second discussion was held regarding the new zoning regulation. Fisher said Freese and Nichols have been working with the Planning and Zoning Commissioner, city council and staff to draft new regulations since spring of 2025. As the project nears completion, a meeting will be held on Feb. 24 to discuss outstanding concerns or clarification. Public hearings will be scheduled for consideration of adopting the news regulations.

Levelland Police Chief Erica O’Bryon presented the 2025 Annual Police Racial Profiling Report and Annual Police Activity Report. The report noted growth of the department, challenges, service statistics, arrests and calls and officer advancements, training and professional development and certifications. Additionally, Chief O’Bryon offered detailed information concerning programs and agency involvement to enhance safety and partnerships to enhance community partnerships and promote safety.

In other business, the council approved Resolution 2026-03 supporting the development of affordable rental housing by Domera Development LCC and its application to the Texas Department of Housing and Community Affairs for housing tax credits and reducing related city administration fees.

Domera has proposed a development to be located at 508 Clubview Drive to be called Avalon at Levelland. The resolution is a requirement for the application for Financing to the Texas Department of Housing and community affairs for housing tax credits and the city waiving the $250 administrative fees for the development subject to its receipt of financing from the state.

In other action, the council approved Resolution 2026-04 for an agreement with the State of Texas regarding the closing of two blocks of state highway for the City of Levelland Centennial Celebration event. The event will include a parade, entertainment at the gazebo, and a free community lunch. The event will wrap up at the Oxy Sports Complex with music, yard games, a picnic in the soccer field and Fireworks by Renegade Wireline.

The city also approved the Professional Engineering Services agreement for the Elevated Storage Tank project near the Levelland Rail Park for grant submission for water supply and infrastructure projects (per HB 500, 89th Legislative Session) to the Texas Water Development Board (TWDB).

Fisher said the TWDB 100% grant is a one-time opportunity for a limited number of Texas communities to receive funding to implement water supply and water infrastructure projects. Infrastructure targeted for the grant include a new 1million-gallon elevated storage tanks located in or near the city’s Rail Park, a new water meter project and 12-inch water line from the Airport Ground Storage Tank. The estimated cost for design, environmental and geotechnical phases is approximately $$420,000. This amount may be eligible for reimbursement form the TWDB grant funds, should it be received.

Fisher also gave a city manager update to the council. He said an LEDC meeting is scheduled for Feb. 19 at 11:30 a.m.; the Chamber of Commerce candidate forum will be held on Feb. 19 at 6:30 p.m.; and the Planning and Zoning Commission will meet on Feb. 24 at 5:30 p.m.

Fisher also noted that representatives from the Texas General Land Office would be in Levelland on Feb. 18-19 to assist local community members affected by the 2024 storms. LEARN network cabling for the wireless radios was installed at the fire station, LPD and city hall, as well as SPC. Fisher said once the routing and networking is completed and bugs worked out, the infrastructure will be read to move out to other city buildings. Once the wireless network is stable, Vexus fiber connections will be terminated.

Fisher said the Levelland Airport Lighting Project is back on task and bid opening is scheduled to begin on Mar. 12 in Austin.

On the schedule for Mar. 28, the Keep Levelland Beautiful 2026 Spring Clean-Up will be held from 9 a.m. to 11:30 a.m.

Upcoming city council meetings in March are scheduled for March 2, March 9 (special meeting) and March 23.
