Levelland City Council sets Monday’s agenda

The Levelland City Council will be holding a regular meeting Monday, September 16, beginning at 6 p.m. at City Hall.

Agenda items set for the meeting include: Holding a public hearing on the proposed fiscal year 2024/ 2025 budget; Consider and take necessary action to approve Resolution No. 2024-27 adopting the Fiscal Year 2024- 2025 City of Levelland Budget; Consider and take necessary action to ratify the property tax increase reflected in the proposed Fiscal Year 2024-2025 City of Levelland Budget; and Consider and take necessary action to approve Ordinance No. 1082 setting the 2024/2025 tax rate by setting the Maintenance and Operation component of the 2024/2025 tax rate (General Fund and Cemetery Fund) and the Debt component of the 2024/2025 tax rate. (Interest and Redemption Fund) on a second reading.

The Consent Agenda include: Consider and take necessary action to approve the minutes of the September 9 regular meeting; Consider and take necessary action on Resolution 2024-28 extending the May 29, Disaster Declaration and continued activation of the Levelland Emergency Management Plan; Consider and take necessary action on Resolution No. 2024-29 approving an agreement with the Texas Department of Transportation regarding the closing of two blocks of state highway for the 2024 Trunk or Treat Event; Consider and take necessary action on the event application for the 2024 Ladies Night Out Event; Consider and take necessary action on Resolution No. 2024-30 approving an agreement with the Texas Department of Transportation regarding the closing of two blocks of state highway for the 2024 Ladies Night Out Event; Consider and take necessary action on Ordinance No. 1083 setting Utility Rates (Utility Billing, Sewer Improvement Fee and Garbage Rates) on a second reading; and Consider and take necessary action on Ordinance No. 1084 approving a negotiated settlement between the executive committee of cities served by Atmos West Texas (“cities”) and Atmos Energy Corp., West Texas Division regarding the company’s 2024 rate review mechanism filing; declaring existing rates to be unreasonable; adopting tariffs that reflect rate adjustments consistent with the negotiated settlement; finding the rates to be set by the attached settlement tariffs to be just and reasonable and in the public interest; approving an attachment establishing a benchmark for pensions and retiree medical benefits; approving an attachment regarding amortization of regulatory liability; requiring the company to reimburse cities reasonable ratemaking expenses; determining that this ordinance was passed in accordance with the requirements of the Texas open meetings act; adopting a savings clause; declaring an effective date; and requiring delivery of this ordinance to the company and the cities’ legal counsel on a second reading.

Regular agenda items include: Consider and take necessary action on Resolution No. 2024-31 amending the fiscal year 20232024 budget; Consider and take necessary action on Resolution No.2024-32 reviewing and approving the City of Levelland Investment Policy; Consider and take necessary action on an agreement with the Texas Department of Transportation for the Fiscal Year 2024-2025 Routine Airport Maintenance Program; Consider and take necessary action to cast votes for the Texas Municipal League Intergovernmental Risk Pool Board of Trustees Election; Consider and take necessary action to approve Resolution 2024-33 appointing an evaluation committee for bids received for the City of Levelland Municipal Solid Waste Landfill Type IV Cell 3 Construction Project and establishing the criteria for evaluation; Consider and take appropriate action on the Axon Contract for body cameras and related equipment for Levelland Police Department; Update on the weather incident of May 29, 2024; City Manager Report: Staff Updates, Project Updates, Staff/ Citizen recognition, Items of Community Interest. No action will be taken; and Convene into executive session in accordance with Texas Government Code §551.074 to deliberate the appointment, employment, evaluation, duties, discipline, or dismissal of a public officer or employee: (City Manager)
