Texas Comptroller announces August local sales tax allocations

Texas Comptroller Glenn Hegar recently announced that he would be sending cities, counties, transit systems and special purpose districts $1.2 billion in local sales tax allocations for August, 0.3% less than in August 2023.

Cities received $770.3 million in allocations, a 0.2% drop off from August 2023 and a 1.6% increase in the year-to-date change.

Transit Systems received $251.3 million in allocations, a 1.2% drop off from August 2023 and a 1.2% increase in the yearto- date change.

Counties received $74.2 million in allocations, 1.4% drop off from August 2023 and a 1.1% increase in the year-to-date change.

Special Purpose Districts received $115.6 million in allocations, a 1.4% increase from August 2023 and a 4.4% increase in the year-to-date change.

The August sales tax payment received for Levelland totaled $453,241.41, an increase of 5.98% over the $427,663.29 received in August 2023.

The current year-to-date payment has totaled roughly $3.24 million which is a 3.37% decrease from the prior year-todate total of $3.37 million The August sales tax payment received for Sundown totaled $35,187.34, a decrease of 24.45% over the $46,574.91 received in August 2023.

The current year-to-date payment has totaled $288,345.93 which is a 22.76% decrease from the prior year-to-date total of $373,342.50.

The August sales tax payment received for Smyer totaled $6,374.60, an 5.22% increase over the $6,058.31 received in August 2023.

The current year-to-date payment has totaled $49,277.07 which is a 16.18% increase of the prior year-to-date total of $42,411.26.

The August sales tax payment received for Ropesville totaled $12,940.57, an increase of 9.21% over the $11,848.559 received in August 2023.

The current year-to-date payment has totaled $92,936.14 which is a 0.48% decrease from the prior year-to-date total of $93,387.17.

The August sales tax payment received for Anton totaled $9,738.41, a 3.36% increase of the $9,397.23 received in August 2023.

The current year-to-date payment has totaled $74,861.74 which is a 2.77% increase from the prior year-to-date total of $72,841.37.

The August sales tax payment received for Opdyke West totaled $373.31, a 11.82% decrease over the $423.39 received in August 2023.

The current year-to-date payment has totaled $3,909.87 which is a 26.82% increase from the prior year-to-date total of $3,082.77.

The August sales tax payment received for Morton totaled $14,766.67 a 16.58% decrease over the $17,702.30 received in August 2023.

The current year-to-date payment has totaled $103,946.98 which is a 3.36% decrease from the prior year-to-date total of $107,897.87.

The August sales tax payment received for Whiteface totaled $3,262.42, a 13.70% increase over the $2,869.16 received in August 2023.

The current year-to-date payment has totaled $25,194.21 which is a 10.27% increase from the prior year-to-date total of $22,847.68.

State sales tax revenue totaled $3.99 billion in July, 0.1 percent more than in July 2023.

The majority of July sales tax revenue is based on sales made in June and remitted to the agency in July.

“Monthly state sales tax collections were slightly positive compared with the same month a year ago for the second month in a row,” Hegar said. “This continues a trend this year of growth at less than the rate of inflation, indicating slowing spending by both businesses and consumers on an inflationadjusted basis.”

Sales tax remittances from the sectors driven primarily by business spending were mixed, with receipts from the manufacturing and construction sectors coming in greater than their year-ago totals and receipts from the mining and wholesale trade sectors coming in significantly lower than a year ago.

Receipts from consumer spending-driven sectors were generally flat, with remittances from the retail trade sector being slightly down and receipts from the service sector being slightly up compared to their July 2023 totals.

Receipts from restaurants were up, but at less than the rate for inflation for food away from home in June.

Total sales tax revenue for the three months ending in July 2024 was up 1.7 percent compared with the same period a year ago.

Sales tax is the largest source of state funding for the state budget, accounting for 57 percent of all tax collections.

Texas collected the following revenue from other major taxes: motor vehicle sales and rental taxes totaled $599 million, down 4 percent from July 2023; motor fuel taxes totaled $319 million, down 3 percent from July 2023; oil production tax totaled $557 million, up 27 percent from July 2023; natural gas production tax totaled $164 million, up 152 percent from July 2023; hotel occupancy tax totaled $75 million, up 5 percent from July 2023; and alcoholic beverage taxes totaled $150 million, up 1 percent from July 2023.
