The City of Levelland city council met on Monday evening to consider and take action on ordinances, numerous city board appointments and get updates and reports.
Prior to the regular meeting, City Manager James Fisher presented city secretary Andrea Corley with an appreciation gift for her support and hard work.
The council approved and/or reappointed board members for eight city boards to fill the expiring terms of existing board members. Included were: Tax Increment Reinvestment Zone, TIF Board No. 1, Sham Myatt and Tod Paxton. The sevenmember board encourages housing development.
Tax Increment Reinvestment Zone Board TIF No. 2, Sham Myatt. The five-member board assists with development of the Levelland Industrial Rail Park.
Planning and Zoning Commission, Butch Wade, Pete Cunningham, and 2nd alternate, Jeremiah Gavina. The five-member board exercises control over the platting and subdivision of land within the city limits and within the extraterritorial area, to formulate and recommend comprehensive plans.
Zoning Board of Adjustment, Butch Wade. The five-member board considers variance and special uses to the zoning ordinance and building codes and hears appeal regarding land use decisions.
Housing Standards Commission, Jeremiah Gavina and Brian Thoms. The five-member board provides for inspection and enforcement of uninhabitable and dangerous dwellings and buildings, declaring as unfit for human occupation and violations.
Airport Advisory Board, Derek Dunn and Ryan Fitzgerald. The five-member board is responsible for advising and making recommendations to the city council and county commissioners in areas of planning, development, construction, enlargement, improvement, maintenance, equipment, operation, protection and policing of the airport.
Main Street Advisory Board, Kimberley A. Young and Amanda Chapa. The eight-member board advises, and coordinates changes for downtown commercial district, identifies and mobilizes resources, volunteer support, leadership and works with merchants.
Levelland Housing Authority (LHA), Cara Phelan and Christina Lopez. The five-member board oversees the Housing Authority and assures that there are safe and sanitary dwelling accommodation for families of low incomes. LHA operates public housing units. Council members approved repealing and/or amending 12 ordinances.
The council approved ordinance No. 1100 to repeal and/or amend by adopting the 2021 edition of the International Building Code.
Other ordinances approved for repeal/or amending were No. 1101 concerning the National Electrical Code; No. 1102, International Fire Code; No. 1103, International Residential Code; No. 1104, International Energy Conservation Code; No. 1105, International Plumbing Code; and No. 1106, International Fuel Gas Code.
Additionally, ordinances approved for repeal and/or amending were No. 1107, International mechanical Code; No. 1108, International Existing Building Code; No. 1109, International Property maintenance Code and Life Safety Code; and No. 1110, International Swimming Pool and Spa Code.
City Manager James Fisher presented information from the Texas Comptroller’s Office regarding the Type A Levelland Economic Development Corporation (LEDC) and the Type B Levelland Economic Development Corporation and what they are allowed to do.
Fisher said the 4B Corporation has greater flexibility to adapt to community needs. Both corporations have existing debt, EDC approximately $1,469, 572 retiring in 2029 and CDC approximately $2,704,422 retiring in 2033. The debt obligations of both corporations would still be honored if the corporations are combined.
Fisher also presented updates on recent city activities and upcoming events.
Fisher said the city public works have installed the Christmas wreaths along College Ave. and Clubview Drive and the Christmas tree is supposed to go up on Wednesday.
The St. Michael’s Catholic Church 75th Diamond Jubilee is scheduled for Dec. 10 at 10 a.m.
Other city updates include the city has begun prairie dog mitigation efforts at the airport and other city facilities.
The next city council meeting is Dec. 15.
