The Levelland city council met on Monday to hear presentations and approve a payment request from MH Civil Constructors, Inc, board appointments and ordinances.
The meeting got started with a presentation by city manager James Fisher to review the $500,000 Texas Community Block Grant (CDBG) the city received via the U.S. Department Housing and Urban Development (HUD) and Texas Department of Agriculture. Conditions of the grant require the city to comply with Section 3 of the HUD Development Act of 1963 to make efforts to extend direct economic opportunities generated by the CDBG funds to low- and very lowincome people through hiring and businesses. Information must be made available for jobs and bids/proposals and job availability.
The grant will be used to fund a project for pedestrian and street improvements in the downtown district.
City council members approved repealing or replacing parts of 11 City Codes of Ordinances including No. 1100 (Building Code), No. 1101 (Electrical Code), No. 1102 (Fire Code), No.1103 (Residential Code), No. 1104 (Conservation Code), No. 1105 (Plumbing Code), No. 1106 (Fuel Gas Code), No. 1107 (Mechanical Code), No. 1108 (Building Code), No. 1109 (Property Maintenance Code), and No. 1110 (Swimming Pool and Spa Code).
In other action, the council approved payment for$1,582,039 to MH Civil Contractors, Inc for the new 1.8 MGD Wastewater Treatment Plant.
The council also approved the appointment of Reese Taylor to the Cemetery Board, and Jacob Tucker, Frankie Ruiz and Kelly Read to the seven-member LEDC board, and Jody Rose to the LEDC five-member board.
Fisher presented information on the 2025 Fire Department Salary Survey. He said the LFD and city staff have been working to develop a new compensation plan for paid and volunteer personnel. The plan also restructures the command staff and provides for future growth opportunities. He said the implications to the current budget are being evaluated and finalized for consideration in January 2026.
