City council approves ordinances, proposals

The Levelland City Council met this past Monday for two meetings to discuss and act on ordinances and proposals. During the joint meeting of the city council and Levelland Economic Development Corporation and Levelland Community Development Corporation, a Fiscal year 2024/2025 audit was presented by David Copeland with Bolinger, Segars, Gilbert & Moss, LLP. The audit was approved.

The first order of business in the second meeting was Ordinance 1113 concerning a change request for 838 CR 140 from a Single Family 2 District to Multi-Family 2 District on first reading. Rene and Reyna Larrea, owners of the parcel requested that zoning for the property be changed. Following a public hearing on Feb. 16, the council found that amending Ordinance 636 to change the zoning was reasonable. The council approved Ordinance 1113.

In other action, the council approved Ordinance 1114 approving a tariff authorizing an annual rate review mechanism (RRM) as a substitution for the annual interim rate adjustment process between Atmos Energy Corporation and the steering committee of cities on first reading. Levelland, along with 67 other West Texas cities, is a member of the Steering Committee of Cities served by Atmos settled a rate application filed by the company during negotiations in the past few months for a revised RRM Tariff.

City manager James Fisher presented the proposal for facility planning and design by Freese and Nichols for the City of Levelland Animal Shelter, which the city approved.

Fisher said the existing animal shelter is in severe disrepair and was compromised by storm damage in 2024 and in need of replacement. Based on the city’s needs list and schematic layouts, the facility program includes key public-facing spaces, secure animal handling areas and back-o-house support functions. The planning layout and design effort will be focused on confirming operational needs, refining the layout and producing construction documents for competitive bidding and construction.

The city council approved $3 million in Certificates of Obligation on Aug. 25, 2025 for the new Animal Services Facility.

Fisher also presented a proposal for Freese and Nichols to develop a Supervisory Control and Data Acquisition (SCADA) master plan for the city to serve as a strategic roadmap to modernize, secure and expand SCADA infrastructure supporting efficient operations of water and wastewater systems for the future. The cost for the SCADA system is approximately $257,421 and would come from the water and wastewater funds. The council approved the proposal.

Fisher presented an updates on staff, projects, recognitions and items of community interest. On the calendar is the LEDC meeting on March 19; the TML Region 3 meeting on March 26; the Parks Department Easter Egg Hunt at City Park, March 28; and Centennial Committee meetings on March 10 and March 24. Fisher said Spring Clean-up is scheduled for March 28.

Upcoming city meetings include city council on March 23; and the Zoning Update Public Hearing for Planning and Zoning is April 21 and the city council public hearing is May 4. The Centennial Parade and Celebration will be held April 11 in the downtown Levelland and at Mallet Event Center.
