The City of Levelland will be having three public hearings on proposed zoning changes.
This Zoning Ordinance Update process started in early 2025. Freese and Nichols was hired to guide the City through this process. The Levelland City Council and the Planning & Zoning Commission have met numerous times with Freese and Nichols in preparation of updates to the Zoning Code of Ordinance.
This ordinance establishes regulations for the use, development and zoning of land within the city.
The purpose of this Zoning Ordinance is to promote the health, safety and general welfare of the community by regulating land use and development. It establishes districts and standards to guide growth, protect property values, and ensure compatibility among land uses. The ordinance supports orderly development, preserves community character, and provides a framework for infrastructure planning and predictable outcomes.
Levelland property owners will receive a postcard with information about the City's Zoning Ordinance update. The postcard contains statemandated verbiage regarding the proposed updates.
The first joint meeting between the city council and Planning and Zoning Commission was held on March 2, 2025, to discuss the council’s priorities and concerns, outdated codes and ordinances. The second joint meeting was held in June 2025 to discuss cumulative zoning, development standards, incorporating changes in state law, to define and create standards for key gateways and support a healthy mix of housing options. A third meeting was held on Oct. 5, 2025, to discuss general zoning provisions, procedures, districts, permitted use and use based standards as well as development standards, general and land use term defined. On Jan. 13, the groups discussed overlay design standards. The last joint meeting was on Feb. 24 to discuss nonconforming uses, accessory structure, carports and tiny houses.
The upcoming public hearings are scheduled for April 27 at 5:30 p.m., Planning & Zoning Commission; May 4 at 6 p.m., City Council; and May 18 at 6 p.m., City Council.
