PUCT begins accepting TEF applications

The Public Utility Commission of Texas (PUCT) will begin accepting applications for the Texas Energy Fund (TEF) Completion Bonus Grant Program on Wednesday, January 1, 2025.

The Completion Bonus Grant Program will provide performancebased grants to qualifying projects for the construction of new dispatchable electric generating facilities in the Electric Reliability Council of Texas (ERCOT) power region, or the addition of new dispatchable electric generating units at existing facilities that provide power to the ERCOT power region. Qualifying projects will add at least 100 MW of new dispatchable generation capacity to the ERCOT grid.

To be considered for a Completion Bonus Grant, qualified applicants must complete and submit an application on the TEF Portal and file a separate submission statement on the PUCT Interchange in Project No. 57308.

Resources to support applicants are available on the TEF Online website. Additional information on the application process and project eligibility requirements can be found in PUCT rule 16 TAC §25.511. The PUCT adopted 16 TAC §25.511 on April 25, 2024.

The Completion Bonus Grant Program is one of four TEF programs established under the Powering Texas Forward Act. Texans voted to create the TEF through a constitutional election on November 7, 2023. The TEF provides grants and loans to finance the construction, maintenance, modernization, and operation of electric facilities in Texas both inside and outside of the ERCOT power region.

Additional information about the TEF and the Completion Bonus Grant Program is available on the PUCT website.
