The Levelland city council approved the Chamber of Commerce & City Promotional Agreement and expenditure of funds collected from the Hotel Occupancy Tax Fund (HOT Fund) through September 2027.
The agreement addresses community promotions and expenditure of general revenues for administrative services, event and marketing and the operation of the Keep Levelland Beautiful Program (KLB) for FY 2026-2027. The proposed budget is $194,128 – an increase over the 2025-2026 budget figure of $183,128.
The Chamber adopts a community promotion plan and a budget each year and applies to the city for disbursement from the HOT Fund for authorized activities. It must also provide quarterly reports to the city regarding programs and such activities.
The Chamber must also work with the city and the city auditor to make books and records available for review according to the procedures agreed upon to make certain the funds provided are accounted for and utilized.
A part of the plan includes event marketing and coordination service, focusing on identifying and marketing events that have a high probability of creating overnight visitor stays in Levelland. The city pays monthly installments of $7,338 from the HOT Fund for the operation of the program.
Event investments from HOT include Petticoats on the Prairie, Panhandle Cutting Horse Association, Levelland Horse Sale, Christmas Cash Classic Pig Show, ABC Rodeo, Joe Dee Brooks Memorial SPC Rodeo, Golden Spread Steer & Heifer Show and Yucca Blossum. The proposed investment is $249,994.
The Chamber operates the KLB Program in accordance with guidelines developed by the state’s Keep Texas Beautiful Program which includes promotion, beautification elements, education, cleanup efforts and seeking new corporate sponsors for the program. The city agrees to pay monthly installment of $5,781 from the general fund of the program.
Due to the magnitude of the programs, the Chamber also agrees to dedicate at least three full-time staff members or face a reduction of up to 50% after 60 days until any vacancy is filled.
