The Levelland city council held its regular meeting this past Monday to consider and approve event applications, temporary road closures for two events, agreements, resolutions and hear a swimming pool assessment.
Prior to the business portion of the meeting, a representative from Counsilman- Hunsaker Aquatics for Life presented recommendations and options for the city pool that included replacing the pool deck, securing the ramp railing, caulking, correcting water levels, drainage and other issues.
Three concepts were offered ranging from basic repairs and renovation to complete pool replacement: Concept 1 – Repairs and some renovation and some expansion of the existing pool; Concept 2 – Renovation and repairs to the pool area, entry way, and bathhouse and an added splash pad and shade umbrellas; Concept 3 – Total pool replacement, a water slide tower, shade umbrellas and a new entry and bathhouse.
The council approved the event application for the 2025 Ladies Night Out and also Resolution No. 2025-18 for the agreement with TxDOT regarding the closure of two blocks of state highway for the event. Roads to be blocked are the 700-900 blocks of Houston Avenue and 500-700 blocks of Avenue H from 5 to 10 p.m. on Nov. 13.
Additionally, the council approved Resolution No. 2025-19 for the agreement with TxDot regarding road closure for the Levelland Festival Lights and Christmas on the Square to be held on Dec. 4 from 5 to 10 p.m. in the same area.
In other business, the city council approved Ordinance No 1098 to amend Article 4,900 “Food Establishments” for the regulation of grease traps and interceptors by adding section 4.911, “Grease Interceptors and Waste Disposal” and section 4.912 “Installation and Maintenance Requirements for Grease Interceptors.”
The Ordinance also provided that any person, form or corporation violating and refusing to comply with or resists enforcement can be fined up to $2,000 for each offense.
Council members approved the extension of the Wastewater Treatment Plant Farm Lease with JMB Cattle. The lease will extend to Dec. 31, 2026.
In other action, rule changes for the Levelland Cemetery were approved by the council.
Recommended changes included adding the option of one cremation and one casket and/or two cremations without a casket with a twomemorial limit staying the same.
Additionally, the advisory board recommended allowing small flower arrangements at temporary markers that do not hinder maintenance and must be picked up when a permanent marker is placed or at a cemetery clean-up which occurs three times a year, and allowing stick flags.
Concerning the interlocal agreement for the Levelland Police Department to provide school resource officer services within the LISD district, the council approved the agreement to run from Oct. 1, 2 025 through Sept. 30, 2027. The agreement includes up to five officers paid at $32.32 to 33.09 per hour, with a fixed monthly cost of $800; each marked vehicle per month, $1050; city cell phone, $75; and other security at additional events, patrol officer, $50.88 per hour and sergeant, $52.98 per hour.
The council also approved the Mutual Aid Agreement with the South Plains College Police Department that allows both agencies to request and provide law enforcement assistance during emergencies, special events or incidents that exceed the capacity of one department.
In other business, the council approved Resolution No. 2025-15 amending the fiscal year budget.
Additionally, the council approved Resolution No. 2025-16 to approve City of Levelland Investment Policy which applies to all financial assets of the city. The investment policy funds are accounted for in the city’s Annual Financial Report and include funds for general cemetery special revenue, debt service, capital project financing, enterprise and utility, water and wastewater improvement, LEDC, LCDC and all other funds.
In other action, the council approved Resolution 2025-17 to submit nominations to for the Hockley County Appraisal District board of direction. The council can nominate up to five people. Buddy Moore was nominated in 2019, 2021, and 2023 and is currently serving as secretary of that board and has been asked if he will consider serving again should the council wish to appoint him. Nominations must be submitted by Oct. 15.
Results of the election will be determined by Dec. 31.
The council convened into executive session where they reviewed the evaluation for the municipal judge. Once reconvening into regular session, the evaluation was approved as well as a 3 percent pay raise.
