The LCDC (Levelland Community Development Corporation) held a meeting Monday to discuss the necessary actions needed for the FY 26 annual budget.
The first item of business was ADA park improvements and playground surfacing for $60,000. This will not cover all the playgrounds or ADA but it’s a start. There are a couple of playgrounds they are looking at that have some high wind issues and they are looking at a more permanent surfacing like shredded bonded rubber so it won’t blow out.
Addressed was phase two for the pickleball courts which included shade structure, benches, trash cans and paint for $25,000. Phase one was completed with three courts and some picnic tables that were donated from United. Moving to phase two would include adding more courts, adding benches and trash cans. Also, the grand opening for the pickleball courts is set for July 30 at 10 a.m. There will be giveaways of pickleball paddles and backpacks.
The third item was for fountains in Lobo and Barshear Lake for $30,000. These are gray lake fountains that will run off of the pump stations. It will also help the irrigation of the surface water for the fish.
Next was the City Park ball fields (field F), for $320,000 in lights, irrigation and fencing. Here’s how it will be broken down: $240,000 for lights, $45,000 in fencing, $20,000 in irrigation, and $15,000 for ballfield materials. The field as of right now does not have irrigation, the fences are 50-yearsold and the lights are hanging up by wires. This field is one of the two fields with lights.
Picnic tables with shades at Oxy were discussed for $15,000 for six tables and shades. The corporation thinks it would be nice for people to walk in and have the opportunity to use these tables.
A Lobo Lake trail extension with an overlook swing bench for $25,000 was also suggested. Where they would extend the trail at Lobo Lake and go up to a point where there will be an overlook on the north west corner.
The next item talked about was Barty Johnson field for $150,000. Here’s how it will be broken down: $75,000 for fencing, $35,000 for irrigation, $25,000 for ballfield materials and $15,000 for demo building. The building at the park needs to be torn down and they need to redo all the fencing and irrigation. This would open for baseball leagues to use it more often during the day.
Back to the Oxy, a new road sign for the complex would be $15,000. There is a marquee sign at Oxy that doesn’t work and hasn’t worked for several years. The group wants to put in another sign with lights and foliage for a nice drive by.
The last item was for the Lobo Lake fishing dock on the west shore by shade trees for $85,000.
The total for these projects came to $725,000.
After some discussion, the LCDC decided to reduce the cost of the ADA improvements to $30,000. While also scrapping the Lobo Lake fishing dock. The LCDC also considered putting $25,000 into Church Field which was not listed on the project idea sheet.
The new total for everything was $635,000, which was passed with no issue. A new date for a another meeting will be announced at a later date.
