Levelland has long taken pride in being a community that values stewardship and responsible management of public resources. Through the partnership between Keep Levelland Beautiful and the City of Levelland, we continue working to ensure our community remains a place we are proud to call home. One of the less visible, but most important, parts of that effort is the management of our municipal landfill.
Many residents may not realize that our landfill operates with different disposal areas designed for specific types of waste. The Type I landfill cell is designed to accept household and municipal solid waste generated through everyday residential and commercial activities. As an Arid Exempt Landfill, our facility operates under regulations established for arid facilities, allowing for safe and environmentally responsible waste management. Although our landfill is exempt from certain design requirements, it is permitted and regulated by the Texas Commission on Environmental Quality (TCEQ) and is operated in compliance with all applicable state regulations to protect public health and the environment.
The Type IV landfill cell is reserved for construction and demolition debris, roofing materials such as shingles, and limited amounts of inert materials such as concrete, provided it does not contain reinforcing steel (rebar). Brush is managed separately in its own designated area to ensure these materials are handled appropriately. Separating these waste streams helps maximize the useful life of each disposal area while ensuring compliance with state environmental regulations.
Under normal conditions, landfill cells are designed to provide many years of service before replacement or expansion becomes necessary. Our current Type IV cell opened in February 2025 and was expected to provide approximately five to seven years of service. However, before it even opened to regular operations, the cell was already approximately one-quarter full due to the large volume of shingles and other storm debris generated by the historic May 2024 windstorm.
Unfortunately, the severe wind events and storms that affected our area again this June generated another extraordinary amount of construction debris and storm cleanup materials. As a result, the Type IV cell is reaching capacity much sooner than originally anticipated, accelerating the timeline for planning and constructing additional disposal space.
While these events have presented challenges, they also highlight the resilience of our community. Residents worked tirelessly to clean their properties, City crews responded around the clock, and the landfill provided an essential service that allowed storm debris to be removed safely and efficiently. Those efforts prevented debris from remaining in neighborhoods and helped our community recover more quickly.
Looking ahead, the City continues planning for future landfill capacity to ensure reliable service for years to come. Responsible landfill management requires long-term planning, significant investment, and thoughtful environmental stewardship. Residents can play an important role by reducing unnecessary waste and taking advantage of the City’s recycling opportunities. The City of Levelland Recycling Center accepts cardboard and shredded paper, helping divert recyclable materials from the landfill and extend the life of this valuable community asset. Every effort to recycle and properly dispose of waste contributes to a cleaner, more sustainable Levelland.
