LISD school board holds regular, public meeting

The Levelland ISD school board met on Wednesday for a regular meeting as well a TARP public meeting.

A public hearing was held regarding the 2025 TARP. TARP (Texas Academic Performance Report) is the state's comprehensive annual report detailing student performance, demographics, staff, and programs, providing insights into each district and campus, including data by student groups (ethnicity, socioeconomic status) and required for public review by school boards. TARP reports and forms part of Texas's overall performance reporting system, often combined with other data for the School Report Card (SRC) for parents.

According to the TARP report, LISD has a 2025 District Accountability Score of “C” and meets requirements. The complete TARP report for LISD and its campuses can be viewed at rptsvr1.tea.texas.gov/ perfreport/tapr/ tapr_srch.html?year=2025&lev=D During the regular board meeting, the board approved the LISD Annual Final Report for the year ending Aug. 31, 2025 and produced by Bolinger, Segars, Gilbert & Moss, LLP and adhering to audit requirements in accordance with GAAS and Government Auditing Standard. The audit evaluated the appropriateness of accounting policies, accounting estimates, and financial statements for the district.

The net position of the district increased by $3,642,402 or 41.49%. The district’s statement of activities showed total revenues were $40,982,121 and expenses totaled $37,339,719. The district ended the year, Aug. 31, 2025, with total net position of $12,422,132 and unrestricted (deficit) net position of ($8,937,237). The balance of cash and investments was $17,534,589, which does not include the fiduciary cash and investment accounts since these funds are not for district operations.

Total general fund expenditures were $34,236,133 for the year compared with general fund expenditures of $34,535,641 for the year ending Aug. 31, 2024. This decrease is attributable to the purchase of four activity buses in prior year offset by current year capital outlay of roofing projects, HVACs, and well pumps.

The district’s total revenues on the fund financial statements decreased from $45,327,325 in 2023-24 to $42,264,455 in 2024-25. This decrease is attributable to the completion of the ESSER III grant in the prior year along with the district no longer serving as the fiscal agent for the Four County Shared Service Arrangement (SSA).

In other business, Teresa Montemeyer presented the monthly financial report for the period ending Dec. 31, 2025, which the board also approved.

Board members approved the 2026 Trustee Election set for May 2. The election will include a trustee for District 5 and two trustees At Large, all for three-year terms. Applications for a place on the ballot should be filed by Feb. 13 by 4 p.m. at the LISD Administration Office. Applications should be mailed to Jody Rose, elections administrator, at 624 Ave. H Ste. 103, Levelland. Early voting for that election will be April 20April 28 from 7 a.m. to 7 p.m. at the county elections office.

In other action, the board approve the LISD Summer Enrichment Schedule was presented for K-4, 5-8, LHS, and Bilingual PK-K. The program includes STAAR preparation and remediation. Capitol will provide the program for PKK and Bilingual PK-K and LMD for grades 5-8. LHS will provide the program for 9-12 students. The program is mandatory for students who didn’t not meet the STAAR assessment requirements or statemandated attendance requirements. Classes will begin at 8 a.m. with breakfast and lunch served. Buses will run in the morning, at noon and at 3:30 p.m.

Dr. Don Heseman, LISD superintendent, reported two applications for fund raisers had been submitted and approved for the High School Theatre club to sell Double Good Popcorn and World’s Finest Chocolate Bars to start a theater activity account.

Heseman also presented information on the partnership with Hockley County Credit Union and legislative update on Senate Bill 11 which relates to allowing optional prayer and Bible reading in public schools.

Assistant superintendent Rodney Caddell reported on personnel resignations, retirement and new hires. Resignations included Angelica Baca, secretary at LABC; Maycee Baccus, teacher aide at LMS; Sandra Hudson, English teacher at LHS; Kristy Kristinek, art teacher at LHS; Robert Servin, bus driver; Clara Martinez, bus driver; and Denishia Brown, custodian in maintenance. Auxiliary new hires include Tona Forehand, SPED instructional aide at LMS, and Myra Guerrero, bus aide. Retirements include Randy Ada and Phelps McCarty, grounds/ maintenance. A recent TEZ report shows the 2024-2025 turnover rate at 26.10%.

The superintendent approved new professional hires and contracts for Randi Vidales, LMS 6th grade math teacher; John Hope, LHS art teacher; Liliana Jimenez Cuello, LHS English teacher; John Black, LHS English teacher; and Christian Carter, LHS English teacher and boy’s coach.

Campus reports included Levelland ABC with an enrollment of 470 and attendance averaging 95% for the first three six-week periods; Capitol with an enrollment of 261, with 66 for second grade, 100 for third grade and 261 for fourth grade; South with an enrollment of 236, with 79 for second grade, 65 for third grade, 79 for fourth grade and 22 for life skills.
