Kay Franklin vows to put students first in LISD School Board candidacy

Juana Kay Franklin, a dedicated educator with 49 years of experience in public education, is excited to announce her candidacy for the Levelland ISD School Board At-Large position.

With a passion for student success, responsible governance, and educational excellence, Franklin brings a wealth of experience and a student-first philosophy to her campaign.

Franklin was appointed to the board in August 2024 where she has eagerly served Levelland ISD. She has dedicated the majority of her life and career to public education and believes in Levelland ISD’s vision for student success.

“I believe that every decision made by the school board should be prefaced with one crucial question: ‘Is it in the best educational interest of all students?’” Franklin said. “By focusing on facts rather than opinions or public favor, I am committed to making informed decisions that support student achievement, teacher success, and the responsible use of district resources.”

Franklin began her career as a classroom teacher at Levelland ISD and later at Littlefield ISD, where she worked directly with students, shaping their academic success. She holds a Bachelor of Business Administration (1968) and a Master of Education (1977) from Texas Tech University.

Over the years, she earned nine teaching certifications and advanced into various leadership roles, including Special Education Supervisor, Curriculum Director, Assistant Superintendent, and Interim Superintendent at Littlefield ISD. Her extensive background in school finance, curriculum development, and program evaluation makes her uniquely qualified to contribute to the Levelland ISD Board of Trustees.

Franklin’s campaign focuses on fiscal responsibility, school safety, and transparent governance. She aims to maintain a balanced budget while expanding educational opportunities, ensuring students have access to career pathways, honors courses, and extracurricular activities without straining district resources.

She is committed to fostering a safe and supportive learning environment where teachers feel valued, and students can thrive. Additionally, Franklin is an advocate for open communication and accountability, ensuring district policies and decisions remain clear and accessible to parents, educators, and taxpayers.

“As a board member, I will serve as part of a team, not as a representative of any particular group,” Franklin emphasized. “I will work toward consensus, respect the majority decision, and make every effort to ensure that all students—regardless of background, gender, or ability— receive an excellent education in a safe and supportive environment.”

Franklin has been an active member of the Littlefield Rotary Club since 1990, served on the Southwest Parkinson Society Board of Directors, and has received multiple honors, including Littlefield Woman of the Year (2016) and Texas Association of School Administrators Honorary Life Member (2017). She is also a longtime member of Christ United Methodist Church.

Early voting in the Levelland ISD School Board election will take place April 22 through April 29. Voters may cast their ballots early at the Hockley County Elections Administration Office at 911 Austin Street, or on Election Day, May 3, at the Hockley County Tax Office at 624 Ave. H.
