During the Levelland’s City Council meeting, Heather Keister and Kevin Morris with Freese and Nichols Engineers gave a brief infrastructure study update to the council.
In November of 2021, the council authorized the study to see where they stood in terms of general infrastructure.
City Manager Brandon Anderson explained the study is funded through ARPA funds as is geared to the general maintenance and construction of the talked about areas in the study.
Anderson added that when it comes to dealing with infrastructure that means the conversation is more than likely geared to water and wastewater which is funded out of the particular enterprise fund.
When it comes to streets those are mainly covered through valorem tax, which is out of the general fund which falls in line with police, fire and parks for examples.
Keister, a representative was present at this meeting to go over what that plan looked like, and update the council on how far along they had come.
The projects is separated into four areas of analysis: storm water, water and wastewater management, transport, and facilities.
For storm water, the group is looking at drainage areas or buildings that will be impacted by sever flooding, and how to alleviate those potential problems.
The water and wastewater department will focus on collection and distribution systems.
Additionally, how well these systems will handle population growth for the future is an important aspect.
For transport the company has vehicles traveling the streets of Levelland and analyzing the condition of pavement.
For facilities, the group is taking a look at various city-run facilities with special consideration towards the Law Enforcement Center.
The project kicked off in July of this year, with data collection between August and November.
In February, a systems review and reports meeting will be held before coming to the council with their recommendations for capital improvement projects in March.
