The Levelland City Council will meet for its regular meeting on July 6 at city hall.
The council is expected to consider and take action on Resolution No. 2026-09 authorizing an application to the Events Trust Fund Program for the 2026 Levelland Horse Sales Breeder’s Futurity as well as Ordinance 1118 to revise the city’s Code of Ordinances to adopt the International Code Council and the National Storm Shelter Association’s 2020 ICC 500 standard for the design and construction of storm shelters on first reading.
A discussion is on the agenda for food truck regulations and the Texas Cottage Food Law. The law allows individuals to prepare certain non-potentially hazardous foods at home for direct sale to consumers without a license, permit or health inspection.
Operators are required to hold a state-accredited Food Handler Card, stay under a $150,000 annual revenue limit and ensure all items are appropriately labeled. Items must be sold directly to consumers (e.g., at your home, farmers' markets, roadside stands or community events). Internet and delivery sales are permitted. Under Texas law, food trucks and cottage food operations are strictly separated. Food trucks operate as commercial food service establishments requiring Mobile Food Vendor (MFV) licenses, whereas cottage laws only apply to foods prepared in a private residence for directto- consumer or eligible wholesale sales.
Following the discussion, the council will consider and take necessary action on Resolution No. 1117 to revise the permitting requirements for mobile food service vendors on first reading.
The council is expected to consider and take necessary action on Resolution No. 2026-07 and 2026-08 authorizing the termination of the Levelland Economic Development and preparation and execution of all documents needed, as well as authorizing the transfer of all LEDC assets and obligations received by the city that may be received by the Levelland Community Development Corporation.
The council is also expected to consider and act on the request by Levelland Fire Department to donate excess and/or outdated rescue equipment to the Texas A&M Forest Service Helping Hands organization.
Additionally, the council is expected to consider and act on the authorization to apply to the Texas Water Development Board Flood Infrastructure Fund for a Flood Mitigation Project and authorize the city manager to execute any necessary documents.
A discussion is scheduled on the street micro surfacing project.
The city manager is expected to give a report on staff and project updates, staff and citizen recognitions and items of community interest.
Two city budget meetings are also scheduled for July 7 and July 9.
