County commissioners hold special meeting

The Hockley County Commissioners’ Court held a special meeting this past Tuesday to consider a number of requests and agreements.

The Court first approved minutes for the Regular Meeting held on May 18, as well as all monthly bills and claims submitted to the Court dated through May 26.

The Court then considered the approval of the Grant Agreement Rural Ambulance Service Grant Program, Award #1A0000002912. This program gives funds to counties with a population of 68,750 or less, so that they can purchase ambulances, including necessary accessories and modifications.

The county would receive its grant before it orders an ambulance, and is given a five-year period to use the funds to purchase the vehicle. Applying counties must list at least one qualified ambulance service provider, and if more than one county lists the same provider, the Comptroller’s office will evaluate which county will receive funds based on a number of economic factors.

The motion was carried to continue with this grant, and the County will begin working on a sub-agreement to secure it.

The next consideration by the Court was whether to take action to approve the 2505LVLND Airport Grant Agreement between Hockley County and the City of Levelland.

The Grant would allow the city to make improvements to the Levelland Municipal/Hockley County Airport, through the installation of medium intensity runway lights, electric vaults, precision approach path indicators, as well as through the replacement of runway and airfield signs.

The motion was carried to approve the grant, an action that was partly incentivized by the price drop in construction costs and sponsor’s share since the city first approved the project in 2023.

Action was also taken to approve a number of requests and proposals from city entities.

These included a proposal from Chief Juvenile Probation Officer Scott Winn for an out-of-state travel authorization to attend the West Texas Chief’s Conference in Ruidoso, New Mexico, this June, which was approved along with a request from the Hockley County Librarian, Shawna Lopez-Carpenter, for a budgetary line-item transfer.

A motion was likewise carried to award a proposal for cleaning services at the Hockley County Elections Office.

Motions were quickly carried to approve two 2026 Interlocal Agreements. One which was for street maintenance and fire services between Hockley County, and the Cities of Smyer, Sundown, and Anton. Another for road maintenance between Hockley County and the City of Ropesville.

To conclude, the Court carried a motion to correct item 6 of the agenda for May 18, 2026, which would show the effective date that Amber Lambright begins as the new 4-H Extension Agent as July 6, 2026.
