During the Levelland City Council regular meeting held February 29, the group approved vehicle bids along with approving an interlocal agreement.
Levelland City Manager James Fisher informed the council and public, on November 6, council approved to initiate the procurement process of all public works vehicles. During the meeting, Fisher presented an action item of approving bids for vehicles in the Public Works Department.
Fisher provided three of the four vehicles that were approved for the process. The final vehicle will be brought to the council at a later date.
During the meeting, the city received bids from five different dealerships including three local and two from Dallas and Laredo.
The Sanitation Department is replacing a 2012 Chevy 2500 short bed with 77,202 miles and the budget for the current year allocation includes $40,000 to replace the pickup.
The bids are as follows: Premier of Littlefield with a 2024 Chevy 2500 2WD with a gross bid amount of $42,900, a trade-in value of $7,500, net bid gross-trade amount of $35,400 and a delivery date of 12 weeks or 90 days.
Levelland Chevrolet with a 2024 Chevy 2500 2WD with a gross bid amount of $46,010, a trade-in value of $5,000, net bid gross-trade amount of $41,010 and a delivery date between 90120 days.
Sames Motor Co.-Laredo with a 2024 Chevy 2500 2WD with a gross bid amount of $43,739, a trade-in value of $4,250, net bid gross-trade amount of $39,489 and a delivery date up to 250 days.
Grapevine Dodge Chrysler Jeep with a 2024 Ram 2500 (required verification) with a gross bid amount of $41,480, a trade-in value of $6,800, net bid gross-trade amount of $34,680 and a delivery date between 120150 days.
Smith Auto Family with a 2024 Ford F-250 with a gross bid amount of $42,611.33, a trade-in value of $4,000, net bid grosstrade amount of $38,611.33 and a delivery date between 90-120 days.
The council moved forward with approving the bid for the 2024 Ram 2500 2WD from Grapevine Dodge Chrysler Jeep at $34,680 with trade in.
The Water Department is replacing a 2013 GMC 2500 with 67,292 miles and the 2022-2023 budget included $35,000 to replace the pickup. The pickup will require a budget amendment in the 2023-2024 budget for the purchase.

The Wastewater Department is replacing a 2013 Chevy 2500 with 111,185 miles and the 20222023 budget included $35,000 to replace the pickup. This would also require a budget amendment in the 2023-2024 budget for the purchase.

During discussions, council members Jim Myatt and Breann Buxkemper shared their surprise in the amount of trade-ins the dealers were willing to provide. Fisher explained that during his time working for municipalities receiving a trade-in value is very rare considering the abuse the vehicles take.
Both council members were discouraged with the pricing discrepancies from the local dealers and explained that their goal is too keep dollars within the community, but the pricing was not in favor of the three vehicles.
Moving forward, Fisher presented an additional action item regarding the execution of an Interlocal Agreement with the South Plains Association of Governments for application development services for a Main Street grant application through the Texas Department of Agriculture.
It was explained that the purpose of the item is to consider the agreement with the South Plains Association of Governments to prepare an application for a grant under the Texas Community Development Block Grant Program (TxCDBG) for downtown revitalization.
The city considered the item last years but the application was denied due to the fact that they still had a grant application open at that point in time.
The group moved forward with approving the item with limited discussion.
