Levelland council awards landfill cell bid Wednesday

Levelland’s City Council held a special meeting on Wednesday to award a bid for a Type IV Cell 3 landfill construction project.

The construction contract was awarded to DE Rice Construction Co., Inc., for a proposed price of $591,574.93. The decision at the meeting was approved with Councilmen Michael Stueart, Max Ledesma and Councilwoman Jaime McCabe voting in favor of the bid. Absent from the meeting was Councilman Bill Powell.

The council was told that an evaluation committee met and reviewed the submitted bids for the construction project.

Appointments for this committee were approved at the council’s Sept. 16 meeting and included City Manager James Fisher, Assistant City Manager/ Director of Public Works Joe Cavazos, Assistant Director of Public Works Kevin Hurn, Councilwoman McCabe and a representative from Parkhill to round out the committee.

After review, DE Rice Construction Co., Inc. was recommended for the contract based on the company’s extensive construction experience and other scoring criteria, the council was told.

According to its website, D.E. Rice is a construction company based in Borger with experience in heavy earthmoving and waste facilities. Assistant City Manager Jose Cavazos said they’ve worked with the company before and have had no problems.

The proposed contract price covers a base bid, as well as two additive alternates for a retention pond and fencing at the property, the council was told.

Cavazos said the construction contract is within budget, but another retention pond under Additive Alternate #1 did not make the cut, as it was out of the price range. If the fills ever rise higher from the ground, the retention ponds will be needed to divert storm water.

Cavazos also said the landfill’s wind fencing, addressed by Additive Alternate #3, is 25foot netting that will go around the landfill property.
