The High Plains Underground Water Conservation District No. 1 (HPWD) Board of Directors conducted its regular monthly meeting on September 12, 2023. During the meeting, the Board adopted the 2023 ad valorem tax rate of $0.0042 per $100 valuation.
The 2023 adopted tax rate is 10.9% lower than the 2022 tax rate and represents a 9.4% decrease in tax on the average homestead within the HPWD service area.
The total tax levy on all properties in HPWD is calculated to decrease by about $8,250. This is the eighth consecutive year the Board has lowered the ad valorem tax rate.

Created in 1951 by residents and the Texas Legislature, the High Plains Water District works to conserve, preserve, protect, and prevent waste of underground water in aquifers within its 16 county service area. HPWD is the first groundwater conservation district created in Texas.
